The neon design system is live

The hub synthwave art direction is implemented: tokens (colors, radii, shadows, animations) in a shared Tailwind theme, plus a homemade component library (neon buttons, editorial status badges, cards, countdown, consent banner). Everything is checked for AA accessibility on dark background, with animations disabled when the system asks for it.
